does someone have information about the installation or operates a
ORACLE data base on a Windows cluster?

I think the "correct" answer for this newsgroup should be: have you checked
out the SQL Server Migration Assistant (tongue in cheek)

I am afraid I have no personal experience with Oracle on Windows Clusters.
