What triggers the cluster failover ?

I know there is the heartbeat that checks for ping... But i also believe
there is a sql related check too ..right ?
I guess what im getting at is ..if the server is super busy that this sql
related check cannot even get a thread to connect, will the cluster fail ?

Currently we use Log shipping between our active site and our DR site. The
question I have is when we do DR testing at the DR site to test
recoverability, we have to recover all those Log shipped databases which

8 GB of RAM SAN attached 1 LUN
Min server memory @ 0
max server memory @ 6656
So using perfmon page life expectancy shows 0 and stays at 0
buffer cache hit swings betweeen 90 - 99
Checkpoint pages/sec = Avg 0

WIN 2003 ENT I am getting the error "The Virtual Server name you provided

we are experiencing a higher CPU utilization than we saw on the single
server. Is there any reason why the CPU utilization would increase
